Jo Clark is vice president of value-based care for Highmark Health, a Pittsburgh-based national health and wellness organization and America’s second largest integrated delivery and financing system (IDFS). In this role, Ms. Clark is responsible for driving the strategy and implementing the initiatives associated with the shift to value-based reimbursement and payment models within the IDFS and among its strategic partners. Prior to this role, Ms. Clark served as vice president of complex care at Highmark Health, where she launched a new organization focused on a new, end-to-end complex care management model that is producing positive outcomes, including lower rates of inpatient admissions and lower total medical costs for health plan members who are most at risk due to chronic illnesses. Prior to Highmark Health, Ms. Clark served as senior director of population health at Aria Health System in Philadelphia, where she was responsible for the administrative oversight of the population health programs and campaigns to drive the health system’s overall performance on value-based contracts and quality programs. She also previously worked for Alegis Care, a Cigna subsidiary in Chicago, where she served as director of operations for chronic care management programs and for Cigna-Healthspring Living Well Center in Philadelphia where she worked as operations manager. Her career experience additionally includes work as a clinical care nurse in complex care for Bravo Health Advanced Care Center, a Healthspring Company, and work as a critical care nurse in the medical intensive care unit of the University of Pennsylvania Health System in Philadelphia. Ms. Clark serves on the board of directors for the Homeless Children’s Education Fund, a nonprofit that supports the educational needs of homeless children in Allegheny County, where Highmark Health is headquartered. She is also a member of Pennsylvania Organization of Nurse Leaders (PONL) and United Way’s Women’s Leadership Council. In addition, Ms. Clark is a member of the Highmark Health Talent Advisory Council, and a mentor in the Highmark Health Mentoring Program. She is passionate about talent development and believes that investment in people is the key to Highmark Health’s success. Ms. Clark earned a Bachelor of Arts Degree in business administration from Augustana College in Illinois; a Master of Arts in leisure studies with a concentration in health promotion and wellness from the University of Iowa; and a Bachelor of Science in nursing from Drexel University.
